Proposed Nitrous Legislation... (georgia)
LEGISLATURE 2002: Rogers takes aim at nitrous oxide
Bill would ban use on street

A Hall County legislator is hoping regulating a popular power booster used in cars will save teen drivers' lives.
State Rep. Carl Rogers (D-Gainesville) is sponsoring legislation that would require the line feeding nitrous oxide to be disconnected when a car is on a public road. The compressed gas gives cars the oomph to boost horsepower and accelerate quickly.
"It's a power booster they use in street racing," said Rogers. "This will not ban nitrous oxide. . . . It could still be used in racing in controlled tracks."
It is not illegal to have nitrous oxide connected to your car, but it is a misdemeanor to street race.
Rogers grew concerned about what users call "nos" when a colleague's 17-year-old daughter was injured while she was a passenger in a car that was racing on Chestatee Road in Gainesville.
The driver in the 1999 accident, Michael Joseph Sheehan, then 19, lost control of the 1995 Acura Integra and crashed into trees. Another passenger in the car, Daniel Castaneda, 18, was ejected and died. Sheehan pleaded guilty to several charges including DUI and vehicular homicide. Gainesville police said the car's engine was juiced with nitrous.
"It was one of the most severe accidents I have ever seen," said Gainesville Police Sgt. Floyd Canup, who is in charge of the department's traffic enforcement unit.
Rogers could not say how many street racing accidents had been complicated by the use of nitrous oxide. Police do not have statistics.
His bill passed the Senate's Public Safety Committee on Monday and moves on to the Rules Committee. This is the third year Rogers has proposed the legislation; it has never made it out of the Rules Committee.
Sen. David Scott (D-Atlanta), chairman of the Rules Committee, said Rogers recently made him aware of the potential danger of nitrous oxide. "I will handle the bill myself," Scott said.
Nitrous oxide may be familiar to moviegoers. It was practically the co-star in last year's "The Fast and the Furious."
Nitrous oxide is usually used in small foreign cars, Canup said. Tanks are installed in the trunks, with a line running beneath the auto to the engine. At the touch of a button, nitrous oxide is forced into the engine, allowing more fuel to burn, said Chad Sanders, owner of Engineered Performance in Smyrna.
The process produces more horsepower, enabling the car to go faster. It is popular with people who like to race at legal drag racing tracks, he said.
"It's a real subculture," Sanders said. "Most of the guys who come in here have a competitive nature. If they have lost a race, they come in here to figure out why. [Nitrous oxide] is a form of testosterone. They are out there to be the fastest and to have the fastest car."
Starter nitrous oxide kits that can add about 60 HP to a small car cost about $500, said Ed Senf, a tuner who regularly maintains nitrous systems for customers at Engineered Performance. Each fill-up of the 10-pound tanks costs about $35. More powerful and costlier kits can add 150 or more horsepower to an engine.
Tammy Greene, 29, of Smyrna, whose 2001 Saleen Ford Focus has a nitrous oxide system, said Rogers' bill is "absolutely ridiculous."
"You are completely disarming your system. It's a pain in the butt," said Greene, who has been racing for about a year at the Southeastern International Dragway in Dallas.
William Ballou, who installs systems and races cars on legal tracks, predicted the legislation will only push people to switch from nitrous oxide to turbo or super charger systems that also boost a car's performance. But it will not address the problem of street racing, he said.
"It's hard to get the speed out of people," Ballou said.

We do need to get some national exposure to this. If Georgia passes this law other States will follow. I think the laws are ridiculous, :mad and William is 100% correct.

Thanks, Fast and Furious. Thanks, ricers/beastie boys-wanna-be's.. You ruin it for all of us. Go home and de-tune your Honda Civics for economy...
it's just a problem that can take years.. but they sure can dome down hard and fast when it involves somthing thatis fun and really harmless when used responsibly.
hey lamar... i've been on here for a while.. just looking around... and in the C3 forum. (i had a 79 402/4spd)
Just how difficult is it to get out of your car and re-connect the line anyway??? Granted you didn't say whether the the line had to be disconnected at the bottle or at the carb/injection. Most guys unless they have a remote bottle opener have to open the bottle anyway.
The 19 driver isn't to bright. 3 people in a car racing. The weight of extra two people wiped out all that 50 hp NO2 boost.

Hmmm, maybe Maryland needs to be taught a lesson...
What about the poor guy who has a business delivering nitrous oxide to people, whether they be racers, dentists, whoever???
So what if he delivers in his Corvette! :D :D

I agree -- who needs to be running this crap on the street ANYWAY !!
A:) Don't street race. It is illegal and dangerous.
B:) Don't use NOS on a car during a street race. Doing so is still illegal and it makes it even more dangerous.
C:) I hope they pass this law. I dare anyone to give me ONE good reason a street driven car needs NOS hooked up at anytime the car is not on the track.
D:) Keep it on the track. I don't want any intellectual'es crashing their Honda/Toyota/Corvette/Camaro/Mustang/Whatever into my car, my family, or anyone else for that matter.
We also have nifty things like:
No alcohol sales on Sunday.
Can't import decent beer due to its high alcohol content. Alas, German beer would lead to more DUIs and increase underage drinking.
I think they even tried to make it illegal to buy autos in this state over the internet...
I think it all stems from these policiticans and their knee-jerk reactions to get a solution. However, if they took the time to investigate and support their posiitions with FACTS it'd be much more difficult for BS like this to be made into laws.
But, again, this is Georgia. Not all of us run through airports or dump dead bodies in the woods....

Funny how they think the accident was because his car's "engine was juiced with nitrous", but the fact that his blood was juiced with alcohol obviously played no part in the matter...
We already have those laws over here...:(

You just can't outlaw stupidity, now, can you? We all know that alcohol and motorsports mix so well. We all know how alcohol affects the brain. How did this idiot get the alcohol to consume? I guess Ga doesn't hold the seller or that buyer of the substance responsible for the outcome, maybe they should :smash:
Damn! I hate drunks. Once again alcohol related to fatality in motor vehicle accident. If the laws concerning consumption were stiffened, maybe we all wouldn't have to suffer. I know this infringes upon our inaliable rights to get drunk and kill but hey, tuff sh-t. just my two cents...

Well said. It would be funny if it wasn't so true. No good german beers limit is at 4.5 to 5% tops. No alcohol sales on Sunday from a grocery store but you can buy at a bar. :bs If you outlaw Nitrous other power adders will be used or just use it illegally. Drag slicks are not legal but you see those too. I love this state but you have think about some of the crazy laws. Oh and don't get me started on increasing the drving age, but they don't require any driver's ed., just a quick 5 mph run in a parking lot.
