TB butterfly sticking

I have tried oiling the hinge points on the butterfly, this is only a temporary fix. The obvious result is that I can't ease into the throttle from a stop, also it sometimes won't idle back coming to a stop, stays revving where ever the butterfly happens to be stuck at. Are these things rebuildable? Should I just buy a new one. Mine is a used unit from Street and Performance.

Is there any carbon buildup on the TB or plates? Mine exhibited a similar problem that was cured by spraying the TB down with cleaner.

Well, there was a thin layer of black stuff, kinda oily. It didn't look to be bad enough to be causing this prob but who knows. I'll try spraying it down with gumout and see how it works.
