I have a 1981 with a stock engine that i want to save and keep on a stand. I would like to replace it with a GM Goodwrench Universal Engine P/N 10067353. I need to stay emissions legal, EGR, AIR Exhaust Headers etc. I would like to use the stock computer controlled Quadrajet and stock computer controlled distributor. I need to stay under the stock hood as far as intakes go. My questions are how would YOU get more than the 249 hp this GM crate puts out ? What cam,intake,headers, better heads? All of those items you mentioned will help but be careful that you don't end up paying for a long block and then wind up replacing most of what you paid for. If more performance is a goal, you might consider one of their higher performance engines, a rebuilt performance crate engine, or just rebuilding and upgrading what you already have. Keep in mind that that 249 hp is a gross rating and that it is with a low restriction true dual exhaust.

:chevy Okay, for this motor (LM1) the most bang for the buck is gonn’a be camshaft. My recommendation is a short (<270*) single pattern ($150). Higher ratio (1.6) rockers ($50) will help this cam but heads may need elongated guide slots ($50). Now headwork isn’t cheap let alone new heads. But a steel shim gasket will give you the correct quench height for a stock block – better fuel burn pattern – and a little more compression too ($20). I just don’t think these stock heads are worth pocket porting ($300). But after looking at my intake valves at replacement - umbrella valve seals are a must ($15). Combine this with a new Performer intake ($150) and headers ($300) to let this engine breath. K&N air filters are a power improver too ($100).
High Performance Chevy wrote a series of 8 articles on mods to this engine. Try http://www.chevyhiperformance.com/techarticles/46320/ . FWIW I think it would be a fine long lasting motor but never a good race motor with stock cast pistons and smog open chamber heads.
