You shouldn't need a reduced base circle cam with any 383. Once you mock up the assembly, with the cam degreed where you want it, check for .050" minimum clearance with the rods. Any "adjustment" necessary can be made by grinding the connecting rod bolts or rods, themselves, depending on the rod you select.

I agree with CFI-EFI, and it depends on which rod you get. There are
4 different rod options listed on your link, and if you go to the SCAT web site they
say that their H-beam rod and the 7/16" bolt I-beam rod are stroker
clearanced. They don't say that about the regular I-bean rod, but that
doesn't mean it wouldn't clear on with a 3.750" stroke crank and a
hot cam.
