Drum brake question

This may sound stupid but what is the spring that goes around the outside the brake drum for?

It's there to dampen harmonic vibration of the brake drum on brake application at low speed, which causes "brake squeal".

Can I assume the common practice was to remove the springs? There were none on my car and while looking through a "corvette" yard in Phoenix, AZ some years ago, all drums represented to be for my '62 were also missing them.
