Small-blocks and big-blocks used special thick flat washers under the end pairs of bolts, with french locks between the bolt head and the washer. No washers or french locks under the center pairs of bolts. That's how it is for 67's, pretty sure '68 is the same. You'll find the '68 setup described in the "Mechanical" section of your '68-'69 Judging Guide.
Edit: 1968 may be different - I recall Joe Lucia posting on the NCRS Tech Board that BB's used special self-locking exhaust manifold bolts starting in 1968, with no washers, and AMK Products (www.amkproducts.com) stocks them.

i talked to him once seems like he told me the kit i ordered from paragon is right for 6 out of the 8 bolts per side but that the end bolts on each end are locking and the 6 in the middle are not and are correct.

seems liek i somehow got into the ncrs forums and asked and he answered but now i can't seem to be able to post in there without paying....can't even make a GUEST account which i think i was able to a year or so ago.
