There were a slew of FMVSS that went into effect on 1/1/68 based on the National Highway Safety Transportation act passed by the Congress in 1966, and I believe it was this act that created NHTSA.
Of course, most new FMVSS compliant designs were implemented at the beginning of the model year and the DOT tire markings may have been among them.
This is the best recollection I have from my admitedly deteriorating gray matter.
