Is there a difference between the 68-69 and the 70-72 front bumper outer extensions. I seem to be an inch short (no slams please) from the distance between the outer extension and the bumber bracket and I know it would take over an inch and a half of shims for this to work. something is very wrong or am i using the wrong extension

The 68-69 outer extension is Part No. 3922077 (LH) and 3922078 (RH). For 70-72, the outer extension is Part No. 3964159 (interchangeable, LH/RH).
If you are attempting to use 68-69 extensions, I believe the only way to use them is to also get the 68 or 69 outer brace that bolts to the frame. Note that the outer braces are also different from 68 to 69. Since there may also be changes in the fiberglass for the outer brace penetrations, I think I would spring for the 70-72 outer extensions, rather than get into further trouble with additional changes.

Yep There is a difference between the '68-'69 and '70-'72 extensions. Chuck had the correct part numbers. You could try a used parts vendor for the pieces you need.
