Default Block Decoding

Lots of web resources to select from to decode this. Looks like a 1968 327 4-bbl, 250 HP with Powerglide. There should also be another date code cast into the rear of the block on the side opposite the large casting number.

According to the stamping T1019HJ this is what you have.

T=Tonawanda (engine plant)
10=Month
19=Day
HJ=Engine Code - 1968, 327, 250hp, 4bbl, Powerglide, Full Size GM Body

As for the partial VIN 18L128731 it breaks down this way.

1=Chevy
8=1968
L=Van Nuys, California GM Assembly Plant. Back in the sixties made full size chevy's later, before it closed in 1992, it built Camaro's and Firebird's.
