Can I pull out the wire and handle and insert the wire and handle in to my correct casing? Is the handle correct even if the casing is not?

I'm not exactly sure what you're referring to. The hood release on my 74 is probably close to your 70. The cable and handle can be pulled from the bracket. You simply have to get the cable end-stop thingy (whatever that's called) off the cable so that it can slide through the cable housing through the dash. This is basically a housing with a set screw to adjust the cable.
As for correctness, I think some that are intimately familiar with the handle will notice that the "Hood Release" lettering (or whatever it says) is in a different font than original.
I had a similar issue. The cable on the handle had frayed, so I installed a new handle/cable. I think I still have the bracket somewhere, but I don't recall it being plastic.
I stripped all the old, chipped and scratched black paint off of mine, and sprayed it with a good gloss black enamel. After the paint cured for a couple of days I used a thin artist's brush to paint the letters with white enamel. If you go outside the lines it's no problem, just wipe the extra wet paint off. If you're using enamel the excess paint wipes right off without messing up the previously applied black. My handle looks good as new.

You mentioned that you used gloss black. Is Gloss black correct or is semi-gloss black correct?
As with most interior parts, this is not a high gloss item, somewhere between semiflat and semigloss depending on the brand. Plain Krylon semiflat black does pretty good. The trick to getting the white lettering painted in is to use a waterbased white paint. The lettering indents are pretty deep, so the excess can be wiped off with a wet rag.
