Not really. The 2nd is quite clear in its wording. "A well regulated militia, being necessary to the security of a free State, the right of the people to keep and bear (my italics) arms, shall not be infringed."
14th, section 1 says, "... No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States..."
Heller has established that the 2nd is an individual right, as we all knew but the left pretended not so, and it really isn't any different than the 1st from a conceptual standpoint. You don't need State authorization to print whatever you wish; you should be able to take out whatever ad or TV time or print whatever pamphlet you wish (I realize we have had some abridgement here, but it isn't really constitutional). Bearing arms, therefore, is not something you need permission from the State for. Indeed, in several states (Vermont and NH) you don't need any permit to carry concealed - or otherwise. That should be the case everywhere if we really HAD our rights.

Your point simply shows how far we have let things go. At the turn of the last century men routinely took a pistol with them when they went most anywhere - just slipped it in their pocket. It was considered totally normal. We have now gotten where we are asking the government for permission for just about everything.
"Should" and "Is" unfortunately rarely reflect "Right" and "Wrong".
