Well took my C5 to the track. My best run was an 13.1 at 105 with a 1.98 60'. and the only thing i have done is a 295/35 series kdw, a black wing c/a/i and Corsa exhaust. Is this Bad, Average, or Good. its an automatic w 39k miles just curios. and what mod should i do next? but I don't want to spend a lot of money?

That's pretty good for your mods, a darn good start.
Your next mods would be gears and torque converter (and drag radials). I highly recommend 3.73 gears and a Yank SS 3200 Stall and your car will feel like you bolted on a 100 shot of Nitrous and you ets (with drag radials) will drop down at least to 12.5s (if not low 12s if you go with a 3.90 gear even better)!
After that if you want to go deep into the 11s, cam, heads, Fast Intake manifold, headers a tune and the low 11s (and possibly high 10s with a 3.90) are a no brainer for you!
If your not into n/a engine then to accomplish the same thing gears, torque converter, Centrifugal Supercharger, Headers, Blower Cam and a Tune, and sticky tires (MT Et drag radials) and the 10s are yours!

Agree, slight change, Yank 3600 & 3.42/3.73. Either way with tires you will be very HAPPY!!!
