There is alot more compression in a jpg image than there is for a bmp. With that compression comes a large difference in file size. For the internet, "the rule is the smaller the file size, the quicker the image downloads and appears". So typically, only the compressed versions of files are accepted.
BMP files nowdays can easily be converted, cropped, downsized, etc with freeware programs. I use Irfanview and Easy Thumbnails to do alot of my conversions and picture crop and resizing.
