I've noticed this icon with no other text in replies in some of the threads. Is this a method of adding to one's quantity of posts without writing non-contributing stuff? Is this practice OK with "oderator" and "admin"?

icons typically mean those people are interested in the topic/posts and are waiting for more.Whether it is a "method of adding to one's quantity of posts without writing non-contributing stuff" is too much of a gray area to moderate.
It can be argued that people who write words are still "not contibuting".
There have been members spend their time here posting mostly smileys. Those people are usually "self-policed" by others.
So unless it comes to our attention due to complaints or causes problems with the service of the forum, we take no action against those that post the
icon.
