Is there not message tracking for private messages?
I am not sure what you mean, but if you are talking about your "Save Sent" folder and saving any PM you send to someone, that is an option you must select each time you send a PM. You will find that checkbox below your edit PM window.
No I'm not referring to sent message/sent box, I'm referring to message tracking. Let's you know when the receiver has read the message and when. Its a common option on forum boards.

I think when you submit a PM you are given the option from a popup to send/receive a confirmation.
I also believe when you read it you are given the option of whether you want to send the receipt back to the sender that you confirm it.
I just sent a test pm, without the receipt, and one with.
I just got your messages. I went ahead and tried for myself and it doesn't work. No pop up window asking me if I want to track the message.
Attached are pics of the popup that should appear when you submit a PM. If you are not getting it, my first suspicion is that a popup blocker is preventing it from appearing.
I tried it again, no pop up. I have Mozilla Firefox as my browser. I went into my options and its checked off for block pop ups, then it has an exception but where I entered:
