We were going to add smilies several months back and had threads and polls to accumulate suggestions.
Those new smilies were never implemented. I don't know when any new ones will be added.

Savewave said a couple weeks ago that adding the additional smiles was delayed as he was working with the IB tech folks to resolve forum issues and working to resolve some vendor issues.
