Actually, the addition of a number of smilies was discussed in the Steering Committee section and there was even a poll taken. Savewave had even asked for samples of some smilies.
All of this was done a year ago and there is some discussion here. But you will have to be able to access the Steering Committee section to read it.
In July, the discussion came up again, but there were a number of problems at the time (hardware or software upgrade??) and it was put on the back burner.
