power window & headlight switch

power window & headlight switch
battery gauge shows that there is a draw on the battery when pushing the the headlight switch down and one of the power windows down. niether the lights or the windows move. when pushing the same two switches up the battery gauge shows no draw.
where should i look. 1964 corvette coupe.anyone please help.
