Profile pictures only do show in your profile. If you want an image to display underneath your username (to the left of the post), you need to upload an Avatar. This is done via the User CP (Edit Avatar):

If you want an image to load at the bottom of your post, that area is called a signature and you can embed an image there via the User CP (Edit Signature):
