The member in question hasn't been banned and simply has no posts. I'm guessing the solicitation was via PMs? If so, can you forward us a copy of the PM for review? Doesn't look like he has been online for weeks and I don't believe he was reported by anyone else.

If you do a google search on the e-mail address you'll see the spammer has been working a lot of sites and sends messages via PM, rather than in open thread to avoid detection by moderators.
