Default Asking the mods...

In the past..if I was unsure about something being kosher or verboten to link or whatever...I just PM-ed a mod & asked. In the last instance, I wondered about the profile pic I wanted to use...I asked, it was ok-ed, no big deal.
Recently I ran across some youtube stuff I found interesting but some of the language used during interviews/testimony...while not specifically forbidden & words I have seen before(I think) on CF, I am unsure of the protocol. I know the mods have their own pursuits to keep them busy, I try not to be a pest...are questions to the mods frowned upon?

Furthermore, when I had a topic(I was unsure of) that belonged in a specific forum, I just went to the top of the threads in that forum(OT, PR&C, etc) & picked a mod to ask from the "stickies" posted at the top of that particular forum. Assuming it is acceptable to ask a mod this kind of question, is that the best technique?
