Yes, that is the browser's history.
I browsed around in Chrome and was not able to duplicate this issue. However, I know this issue has existed before under certain circumstances. What happens is a page gets loaded twice into your browser's history and thus requires two back clicks to navigate back just one page.
Does this happen all the time? What extensions do you have installed? As I said, I know this issue has existed before, but it's under certain circumstances and we need to know what those are to further look into it.
