I got the same PM just after midnight and forwarded it to pewter99. Apparently others got it too and from the text it looks like a cut and paste message.
It's too bad there are idiots like this out there and I would expect the sender will be back under another username unless there is a way to block registration by IP address.

I don't know if you already have an anti-spam system, but you can check out http://www.stopforumspam.com (naturally the site is currently down 
)
They maintain a list of proxy IPs that's updated frequently throughout the day. It's been very helpful in combating griefers in my game. And if they're stupid enough not to use a proxy, contact the ISP they're using. Most respectable ISPs are willing to help you alleviate the problem and drop a bad apple from their customer base as well.

Yes, CorvetteForum does have some filters in place, however, it's not desired to be too overly aggressive to have legitimate members included just to combat a few that can be rather easily and quickly cleaned up.
