When you click on that icon in the WYSIWYG editor, it supposed to prompt you to enter text (a URL to be specific). That icon is used to trigger the IMG tag, which is used to embed an image within a post. You enter the URL of the photo you want to embed.

Yeah, that's the prompt for IE. The process is still the same. You enter in the URL of the photo to embed and then it's pasted within the post.
Have you pasted the URL of the photo in that prompt? When you click on OK button, after entering in the URL of the photo, what happens?
