The problem is that it's too large in dimensions, so that the software has to resize them to fit the restrictions and that's where the problem is. You can't just resize an animated GIF like a non animated GIF or JPG because an animated GIF contains frames, which all have to be edited. The forums was not really developed to do that.
Adjust it to comply on both 150 x 150 pixels while under 976.6 KB and it would work.
Sorry to bump an old thread, but I have the exact same issue. In my case, the pixel dimensions and the file size are both within the limits, but I don't see the animation in the forum.

The issue is your avatar runs X amount of frames then stops. It is not an infinite loop, which is an option when creating gifs.
So when you're browsing the forums, your avatar likely stops because it's not an infinite loop and it's in your browser's cache.
To fix, you would need to edit the gif and add the infinite loop.
