it started showing up two days ago, big black box that takes up 2 inches of side screeen and wants you to put in a question to post in this section
and the box comes right back if you try to click it off. If I wanted to ask a question I would ask the normal meathod

you might be in deep doo do.... all I can say is " What " ? , Where? …. is side screen anything like side boob ? Would need a screen shot to know what you are actually talking about in order to actually help you.

Long answer is the Ask a Question box appears for those not logged in because it's a path for new members (since they're not going to have an account and be logged in) an easy way to participate. One of the most commonly asked questions is how to participate (post). The Ask a question box is for that.
There's a minimize button, as shown in the screen capture, using the standardized minimize logo as seen throughout the years of windows to minimize the box when it does appear:
