Are you using webmail or an email client? If email client, you may need to log into your provider's webmail (comcast) to see the contents of the Spam folder as it may bedifferent from the email client.
Global email notifications are working correctly. We have not received any bounce back notice from Comcast for your account. So either it's going to a Spam/Junk/Bulk folder in their webmail client that you're not seeing or Comcast is blocking the email from reaching you. We have no control over if, or when, email is delivered by the email provider. As you are their customer, you would need to file a complaint with your provider if they're blocking emails without your approval or knowledge.
