There is no setting.
If you mean they aren't showing up in posts, then that is going to be an issue with your browser. Smilies are simply .GIF images and they should load like regular images provided you haven't set your browser to block images or certain images.
If you mean the dialog box doesn't appear so that you can select and post them from the toolbar, then that will also be a browser issue that likely would be due to using 3rd party programs that are altering the appearance and/or functionality of the site and blocking elements.
