Your message isn't 100% clear.
There is no setting in the the account to disable smilies alone. So if they're not displaying in a post that someone has, then you may have blocked them with your browser and/or using 3rd party software that is blocking them. In that case, you'll want to consult with the Help/Support of website for the browser you're using. You currently have your account to configured to block Avatars from loading, which is a setting you would have changed yourself, but that doesn't apply to smilies.
If you're referring the smilies don't load from the toolbar so you can use them yourself, that's also going to be an issue with your browser where you've either disabled or using a 3rd party software that is blocking them.
I worded it wrong, yes as youre saying. I use Firefox have no idea what I did to keep them from showing like they used to.

For the second case, you'll need to disable the 3rd party extension or re-configure it if it's blocking javascript, which is required for the smilies and other toolbar functions. We cannot provide support for using 3rd party extensions or software that alter the appearance and/or functionality of the site.
