1) Picture you're trying to upload is too large. There is a limit to the file size allowed.
2) The file you're trying to upload is not correct
3) Related to number 1, the upload may be too large for your network and it timesout before completion.
4) An unsupported browser, 3rd party apps/security are interfering with the upload process
Your account shows normal permissions. So it's going to likely be a problem with the specific photo you're trying to upload. Try reducing the size or uploading a small picture.

There are a few reasons why you may not be able to upload a picture:

If you want to be able to post pictures on this site, I would recommend reviewing the previous reply. We have a lot of iOS members who post pictures so there is no known issue at this time. I also reviewed your account and tested to see the upload does work so it is not an account issue.
The issue you're having is likely to be due to one listed in my previous reply. Unfortunately, we can't do much more than list a few possibilities as we have no control over your device and cannot gather information that's not provided to make a more narrow determination.
