Copy the URL of the GIF and then paste it in the message area of the editor where you type your response. The GIF will be "hot-linked".

You didn't provide details but I looked at your previous deleted post. It's because the source you're using (giphy). Posting a simple gif from another website is as simple as I noted. However, giphy is different and you have to use their software.
You will find a Copy Link next to the GIF on their website. That Copy Link brings up a menu where you can use their GIF link. That's the link you'll need to copy and paste. Because it's not a traditional link, you may need to paste that URL in the Image uploader tool or simply but the link in between a set of [img][/img] tag.
