I bought a new laptop and I'm inundated with pop ups now

If you're having an issue, you will need to provide some basic information. Such as the Operating System type as well as what browser is being used. Additionally, a screen capture is almost required to ensure we can isolate the ad - if it's actually on CF's end.
A new computer is loaded with junk software to try and advertise the user to additional software and/or services. That is something that CF has no control over. In fact, there are guides online that suggest wiping the OS partition clean and doing a fresh install to get rid of said software that is loaded onto new computers. That may or not be the case with your issue and I'm not suggesting you take that step. However, note that this thread has not been updated in nearly 30 days nor has anyone else reported such an issue.
Here is the pop up I keep getting. Usually after a clean logon. At least I can click the “x” and it goes away (much better then the old “You have won...” where you would have to log out and come back in).
This is on iPad running system 14.

Thanks for the response. I will contact my techie for guidance, sharing what you have said. I need to look up how to make a screen shot but it may be something I already do (right click on image and copy then paste). The only reason I mentioned the issue is that I wanted to sure that I still get the fewer ads as promised for paying more for membership. If I can pay more and it would help let me know. Paying more is ok and maybe I will anyway as I am very happy with my experience with CF. How much to upgrade???
