To help protect the community against Spam and Scammers, new members do not have immediate access to send Private Messages until they've become "established" members. We cannot disclose exactly what an "established" member is, as that would help defeat the measures put in place for the community, but know that it's fairly easy to do so if you use the site for its intended purpose. At a certain point, the system will then automatically upgrade the account with Private Message permissions.
This type of policy is not only not specific to this site, it's not uncommon.
Also note that you initially posted this in the Premium Membership Help (Account Issues, Membership Issues, etc) thread and I moved it to a new thread as Premium Memberships are those who have a paid Membership.
We encourage new members to take some time to browse around the site and read the Announcements and Stickies as they contain important and frequently asked information.
