I swear I remember a rule about trolling but now it seems nowhere to be found. I’m talking about obvious repeated trolling not disagreements or teasing.

It is best to contact a moderator that's assigned to the section that you have a concern with. Moderators are listed in the bottom-right while viewing the specific forum.

The rule you are referring to is in PR at the top in the house rules. It was put in place in that section due to the amount of threads started with no further participation by the creator.
That being said we also crack down on trolling in other sections although its not as prevalant.

The reason why I suggested to PM a Moderator of the forum, and that this section is not the best place for Moderation questions, is because these types of topics often (and quickly) turn into a thread publicly commenting about X member doing Y which, in turn, quickly becomes a thread bashing members and/or moderators. That is not within the rules. It's merely one post away from publicly naming someone by linking to examples and that goes bad very quickly.
