PM access is restricted on new accounts, or accounts with low activity, to help protect the community against spammers and scammers. While we cannot disclose exactly what it requires to get full access, as it can be used to bypass the measures put in place to help protect the community, know that using the site for its intended purpose will quickly result in full access.
