Next time you see the Auto Save, do a Select All (within the message box), Control + C to copy the contents, then delete the contents. Then try using the button to see it works.

If it does not work for you, then it's an issue with your browser and/or settings. The text is saved to your browser and requires the necessary code to execute. So it's possible some customized browser, such as extensions or options disabled, may disable the feature.

Start with disabling Extensions. Because I use Firefox myself, I can confirm it's working correctly. It's either an extension issue or a customized setting that is blocking the feature.
The feature works with the main browsers (Chrome,Firefox, IE, Safari) in their stock environment. When someone adds extensions or customizes settings, they alter the appearance and/or functionality and accept the pros and cons with doing so. We can't really dive too deep into PC troubleshooting as that's beyond the scope of our area. It's impossible for anyone to tell you where your specific issue may be because it's your environment and the extensions and settings work hand and hand.
Because your message is being saved to your browser's database to enable the Restore Auto-Saved Content.

The Autosave has been enabled for some time. It's done via the commonly-used database method:

1) I type a reply in the Quick Reply. As I type, the Auto Saved message appears below the message field to indicate the reply is being saved so that I don't lose what I type.
2) I simulate a scenario where I don't post the typed Reply but, instead, I navigate away from the thread.
3) I review an entirely different thread.
4) I return to the original thread, from Step 1, and scroll down to the Quick Reply box. The Restore Auto-Saved Content button is displayed because the Reply I was typing, from Step 1, was saved to my browser's database as part of the Auto Saved feature to prevent the loss of content before it's posted.
5) After pressing the Restore Auto-Saved Content button, my reply that was typed in Step 1 is restored.
Your issue is either an extension or setting that is interfering with the process. Or there is some misunderstanding on the feature. If the latter, the aforementioned should clarify.
