Only loads to 90%

I reduced the size by 60%, no help. I can't post from my computer, or my phone. I emailed a copy to my computer, opened "paint" and resized it way down to almost nothing, still only 90%. I tried saving it as a .bmp, no luck. I'm at a loss.

1. What type of image is it? JPG? Apple image?
2. What operating system are you using?
3. What browser are you using?
4. What extensions are you using?

The maximum upload size for an image is approximately 20mb, so that should not be an issue for most pictures.

This means the pictures are being uploaded but not inserted into your posts when in the Editor. This suggests to me this is with your browser configuration. DuckDuckGo is possibly part of the issue.
I'm not aware of any current issues nor have I seen similar reports. Image uploading is working correctly for me.
