How do I bring up the “copy paste select…” tool bar? Seems when need it for editing there is no amount of effort that will bring it up, and other times it pops up unexpectedly and I can’t get it to stop or go away.

You mean the right-click menu? That function comes from your browser and OS, not the site.

Im on an iPad and don’t have a mouse.
This is what pops up sometimes when I try to highlight and select, cut, paste…. Sometimes I can hold the stylus on text and it pops up, sometimes it doesn’t….

The "right-click" context menu popping up or not is not us, but your browser and OS.
I will say that the editor that we use, the "right-click" context menu doesn't always have the Copy/Paste/Select functions included. That is a known issue with the editor but that isn't new.
