How do I send a Private Message?

I am trying to figure out how to send a PM in this forum. I apologize for being a complete idiot, but can someone tell me what I am doing wrong, or where to go to send a message?

User's name does not give the option for a private message?? Why would this be?

Using a VPN or browser with extensions that are blocking functionality.

I am also stuck without the ability to send a PM. I am a new signup, long time lurker, but trying to PM someone about buying their C8! I'm not on a VPN and I don't have any blocking functionality enabled (as far as I know).
