Help! I have a hot momma! My 89 Vette has been a red headed step child with cooling issues for a while now. Bummer because summer driving time is dwindling quickly.
Have replaced the digital cluster (some segments in the temp readout were out), water pump, 2 thermostats, computer/fan coolant sensor and connector near water pump, the sensor feeding digital readout between cylinders 6 & 8, and the radiator cap . Tried burping it last nite, heater on, thermostat was open, coolant flowing, and with the cap off it got up to 260 degrees before I shut it down. Both fans were running ok. There are no signs of water/oil sludge in the valve covers. Am running out of ideas parts to replace!
There is a lot of info about engine temp problems in the C-4 sections. Based on what you have tried so far, I recommend checking your radiator for debris blocking air flow through the fins. MANY C-4's have this problem. None of the other cooling system maintenance will do much good if air can't flow through the radiator.
My '94 get's pretty hot this time of year (Arizona summer doesn't help). I've done alot of what you have done too, I can get up to 230 pretty quick. I just only drive it in the evenings in the summer months. Most likely, I'm gonna need a new radiator because alot of the lower cooling fins are mashed down and destroyed. Have you taken a look at the fins on yours? C4's are lousey at cooling themselves.
From what you have done it seems to come back to that radiator. I had an "89 with the same problem. Maybe you can find and borrow a radiator from another vetter and make a swap to see if it helps.
Anyway, the guys over in the C4 section can probably tell you a lot about it.
Good Luck

I have to agree with the above post. You've done everything else. Try another radiator if you can get your hands on one, but before you do, be sure you've cleaned any deris from the air path. Good luck.

My brother had the same problem with his C4. A new radiator solved the problem for him.
