power stearing control valve

power stearing control valve
could someone help with this problem
i have a 78 vette with a 454 engine and with over sized valve covers
so i went from a brake booster to a hydraboost set up becouse my valve cover touched the brakebooster
the problem is i cannot balance my powerstearing control valve
i followed the directions that came with the control valve and nothing
when i think i have it the stearing wheel starts moving by it's self
from left to right
