The Museum didn't change the rules, the Kentucky Gaming Commission did.

Here in WA, we can no longer get the $10 raffle tickets that the NCM Ambassadors sell t events or club meetings. In the past, there was no problems. But WA law prohibits the NCM from selling the higher-priced online tickets even if the buyers are NCM members. There is some coding in the raffle ticket sales webpage that looks at the mailing address for state and zip Code that stops the transaction. And I don't see WA changing things anytime soon.

Latest NCM News regarding Corvette raffles:

The National Corvette Museum is licensed by the Kentucky Department of Charitable Gaming under license number ORG0000854.

At this time, we offer purchasers located in Kentucky the ability to purchase raffle tickets on their personal computers, mobile devices and on-site at the National Corvette Museum and NCM Motorsports Park.

To purchase a raffle ticket online, you must be at least 18 years of age and be physically located in Kentucky at the time of purchase. You do not have to be a resident of Kentucky to participate.

If you are not located in Kentucky, you may download an Order Form from this site and send to NCM for processing.

Go to the NCM website, click SHOP, then Corvette Raffles to download the Order Form.
