So the inspection station said it flashed > 50/second, but you timed it in the parking lot at ~ 2/second?
Can you watch as they inspect your car in NJ - cuz it sound like it's some sort of mistake on the part of the inspector.
The only reasonable way I could see it happening that way would be if you had a loose bulb. When a bulb is loose (or broken) it creates less draw on the relay which means the turn-signal relay cycles faster. If a bulb was loose it might have been fast-cycling in the inspection garage, but then seated itself properly as they drove it out so it flashes at normal speed.
We put LED turn signal lamps in two years ago with about 36 amber Leds per bulb. The resistance is lower with the LED's so it blinks faster. My husband is in a rage. He says it is because these idiots @ the inspection station making minimum wage saw two things, Corvette and Female and decided to have some fun @ my expense.
I failed NJ inspection because I have a R-D Racing cross bar on the vette. The highly trained inspector said that it would be impossible for rescuers to get people out of the car in case of a accident. It took a few phone calls to Trenton and 2 trips back to the inspection station before they finally passed it.
They have to keep the stations busy so the station can meet the quota to get more funding and the jacka.. state workers can keep their jobs and get raises and bring their relatives on board. This state is so fubar its not even a joke any more. Most things that happen in this state go directly against and completely ignore the constitution.

I saw that I was past due on my inspection by several months. Took it last month.
Was prepared to hand over all my paperwork when I found out I had an expired insurance card. I knew I was going to be failed because that's a big .
Guess what, they never blinked an eye and passed me anyway. Go figure.....
As for the lights, you can try adding a resistor in series to up the resistance. Take it out when done. The other potential option, that I've used in other cars, but don't know if it's available for the vette is a Heavy Duty flasher. The HD flasher is meant to work with bulbs that have a lower resistance, and flashes slower.
The "state inspection" stations are not state run, but they are subcontractors who are morons. I sat in a line for almost two hours to get my DD truck inspected with only 3 cars in front of me. Yes, 3 cars.I was in the wrong line. One of the inspectors said that for my year truck, I was supposed to be in another line. When the " manager "came strolling out to look at the mess, I got out of my truck, asked him what was going on, and he just said he'd look into it, and then started to call someone on his cell phone and walked away. I won't go back, and I especially won't let one of those imbeciles touch my vette.
I had L.E.D.s for my turn signals, they flash fast cause the flasher is not getting enough voltage and it thinks one bulb is out thats why they flash fast, I had L.E.D's for my brake lights as well (c5 w/ euro lenses (brake/turn split) well, those L.E.D.s screwed up my active handling. the body comp uses the brake lights as an input to control A/H

Thats lame, I drive right thru a state inspection station with that bar and they didn't say a word.

I go to Westfield with an appointment. Never have to wait more than a couple of minutes. Only failed one vehicle once and it was legit. They even passed my motor home with water in the front turn signal housing several times running. The appointment system is the best.

NJ Inspection just failed the Wife's Fiero GT for power steering? (They don't have power steering). And the power window didn't go up and down fast enough for them.

I did that with out knowing it. The inspector(thief) made off with all my change from the console. Apprantly their wages aren't enough that they have to steal loose change from unkowning victims. Came back to complain to manager, complaint fell on deaf ears.
