You are going to have a tough time finding something reasonable any where near the boardwalk the week of July 4th. That's a real popular week. If you don't want to stay on the boardwalk, then try the Econolodge or the Holiday Inn Express. Both are North OC or the other end of town from the boardwalk. The Econolodge is on the same side of Coastal Highway as the ocean, but the HI Express is bayside. I don't like the noise on the boardwalk. There's plenty of free parking on the back streets around the boards so I wouldn't worry about driving.
If you're planning to go for a whole week, then you'd be better off to rent a condo. A lot cheaper than a hotel. Here's a couple of realtors.

You won't find a whole lot of condos right on the boardwalk, but once you get past 28th St the possibilities are endless. Look for a one bedroom to save money. Oceanfront will be the most expensive. Oceanside means it's second row, and oceanblock means it's on the highway, but still on the same side as the ocean. Or you might want bayside. Midtown from 45th to 80th St's is the quietest area. Above 80th St. are all the high rises and crowds, but you might find a better budget deal there.
But keep in mind if you opt for a condo, you have to take along your own linens, sheets and towels, and no maid service. The upside of that is that you're not eating out every meal. You can get some groceries and eat in a few times.
Take your lady to BJ's on the Water around 5o'clock. It's bayside and you can watch all the ducks and geese right outside the window. Go a bit later and watch the sunset. Good food. Be sure to try the seafood skins. For a romantic place to pop the question, drive up Coastal to Northside Park (turn at the Holiday Inn Express). There's a nice little park and a ballfield there, but when you're walking through there you'll find a nice pier that goes out into the bay and there is a covered area in the middle or walk the whole way out to the benches. Go on a nice clear evening and watch the amazing sunset from there and there will be geese, and herons flying around. Beautiful. One of my wife's favorite places to go.
Or you could go the weekend of Oct 14th for Corvette Weekend.
All great ideas...what I did was rent the boat sign that floats by up & down the beach all day long. You just tell them where you'll be on the beach, and the boat will stop there for 10 minutes or so while flashing your proposal in NEON.....

The 2 pools were strong with chlorine tho.

NowhereMan, you could try the Dunes Motel. It's at the very end of the boardwalk, remodeled last year, has both oceanfront and pool view rooms, clean and run by the same people who run the Dunes Manor. Plus it is right next to the tram stop, so you and your gal could just hop on the tram and ride to the other end of the boardwalk where all the action is. You wouldn't have to drive at all. Plus it's close to a lot of restaurants, just avoid Jonah and the Whale. It's right close to the Dunes Motel and probably the most convenient restaurant for that location, but trust me. It has to be the worst, moldiest place in town............ranks right up there with Paul Revere's Buffet on 4th St. Avoid both those places if you can.
Shenanigans and Brass ***** are good on the boards. Captains Table inside the Marriott on 15th St is also very good. Or if you are staying at the Dunes Motel, the Dunes Manor next door has an excellent restaurant.
