John the problem you have in running the CC is the same as we had in the PD MICRO MANAGE & there are just too many things going on for you to be bothered with a simple thing like a little friendly bet (Bounty)
You should stay with the "Management", rules, Sponsors, etc..etc.. & let the racers handle the "LITTLE" things....you are sounding like a Chief of Police who is telling a Rookie how to direct traffic..
You need middle men, & you have GOOD middle management, i.e. Bob, Edgar, Dennis, & they are more than capable of handling the "little" things:.. Put some trust in "YOUR TEAM"
You just worry about the BIG problems, & relax between races..

Here is what is going on... 3 years ago while at the track, a "dorky" kid came up to myself, Dennis, & John Mackey.. This "Kid" has a green 6 speed Vette & was running in the mid 15 sec zone..
