You will be hitting Baltimore in the prime time for soft-shell crabs. It's a hard concept to wrap your head around when you think about eating the entire crab, especially when it still looks like s full complete crab! I remember what I thought when I first saw one as a kid; this guys was eating a sandwich with crab legs hanging out!! LOL I thought the guy was freaking crazy!! Anyway, these are Blue Crabs that outgrew their previous shells and shed their hard shell to grow a new one. They taste like Blue Crabs with a subtle crunchy texture (opposite feeling of eating an eggshell by accident! LOL).
I would try Mother's in Federal Hill for more of a local vibe; you can always try McCormick & Schmick's Seafood & Steaks (close to where you are staying).
Pick a different city to visit, seriously..I'm aircrew, flew combat missions, so are most of our pilots..i.e., not shrinking violets, or the scared type, but, in the last few years, a bunch have been robbed, accosted and harassed by the thugs the city government seems to protect. Not worth a special trip....another city trashed by Dems. Go to Annapolis instead.

Wife and I have been to the inner harbor area several times over the last 18 years and never had any problems. Inner city Baltimore is another story.... We went into the town area around the harbor and didn't get a warm fuzzy feeling lol. If the op sticks to the harbor should be fine. Lots to see and do there for a weekend.
Take a water taxi over to Fells Point for nightlife, plenty of bars that can be walked to easily. As others said, stay in Inner Harbor and don't venture too far from there except to take the water taxi to Fells Point.
