Default NJ Emission Question

looking at buying a 96 Impala with a modified LT1 motor. Car does not have a CAT or EGR Valve, so I’m assuming it will not pass inspection. Since it’s not a 25 years old yet I cannot register is as a historic vehicle. Any suggestions on what I can/need to do to get it to pass NJ emission testing.

Thanks all

With no cat it will fail a visual, which they sometimes do at state run stations. If the EGR is tuned out that will be OK as long as there is no CEL and all of the other monitors show as ready. Your best bet would be a private garage, but even that might be risky with no cats.
