Larry I've looked but can't seem to find it. But I ran across a few LS1 engine swaps into C3s, even seen one on the Christmas toy run and it was sweet. But I guess this isn't any help..someone will chime in with the answer. Try the Tech section if you haven't..

Smog Certification
Since then, California has led the nation in concern for the environment and controlling vehicle emissions. The California Department of Motor Vehicles now requires the owners of most cars to adhere to strict emissions regulations in order to register them.
California requires that if you live in certain counties, every other time you renew your vehicle registration, you must obtain a "smog certificate"―a printout of your vehicle's emissions test results. Your renewal notice will indicate if it's your turn for a smog check. You must register your car within 90 days of your emissions inspection.
The law limits emissions levels for a variety of harmful chemicals. If your car's smog check indicates that it exceeds these levels, it will fail the test and you won't be able to register it until you make repairs to bring it into compliance.
In the affected counties, smog certification is required for all vehicles except the following:
* Diesel powered vehicles
* Electric vehicles
* Hybrid vehicles
* Motorcycles
* Trailers
* Natural gas powered vehicles over 14,000 pounds
* Vehicles made in 1975 or older
