Default Frame Damage

Would it be ok to cut a frame at the cowl and weld it to one that was damaged in a accident. This would all be done by a proffesional welder and gusset's would be installed. 77 model
Next question how do you replace a fender on a 77 corvette? Do they cut the fender in reglass it in?
