Looking for suggestions/help
About two weeks ago, I took the (supposedly very good) car cover off of my torch red C4 and noticed all hell had broken loose with the paint. Prior to this, the only thing wrong with the paint was some noticeable fade on the urethane bumpers, as well as some dings on the non-original roof from an '87. When I took off the cover after only having it on for two days, the bumpers had huge areas where the clearcoat looked like it was separating from the paint as well as small places where the clearcoat came off. This had to happen sooner or later with the bumpers, but there are also places on the panels that have these sections of milky white spots. No change in texture, just these horrible looking spots where there was previously paint in very good condition - no fade at all like the bumpers.
So, now I have four parts I want to paint. The roof, front bumper, rear bumper, and headlight cover. I have airbrushing experience, and would love to attempt this myself. I guess I'd just start off with the roof and if it turns out well I'll move on to the other parts.
I planned on painting the whole car in a few years, but I don't have the space to do the whole car right now, or the money to have someone else do it.
I guess my main question is where do I start? I already have a Finex FX1000 HVLP with a compressor that can handle it, would this be sufficient for parts this size? Do I need to strip the paint if the parts only have their original coat? I'm not looking for show quality, just a good hold-over until the whole thing is done a few years down the road
Thanks for taking the time to read

Here are some pics of what I am talking about:

Roof - the white spots are a bit difficult to pick out in the picture for some reason, but they are everywhere around the small area of exposed fiberglass:
